Reform Action Plan for Uttar Pradesh (Eight Cities); Uttar Pradesh Jal Nigam

Yamuna Action Plan Phase II was initiated for building institutional, financial and human resource capacities of eight ULBs to ensure that benefits of YAP II project accrue to the urban citizens especially the poor.


The primary aim of the project was to prepare a Reform Action Plan (RAP) for each ULB and objectives were to identify and prioritize reform areas through a consultative process, develop projects, and sub-projects that are required to be implemented in respective ULBs.


RAPs emphasized on capacity building of ULBs to fill in the gaps in infrastructure provisioning, ensure operations and maintenance of existing and new assets, and analyze financing needs for creation of new infrastructure while exploring PPP options, in order to achieve sustainable development of the towns and facilitate balanced regional development, while lowering pressure on growing cities. This was supported by reforms in areas of human resources, institutional restructuring of ULBs, financial reforms (participatory budgeting and double entry accrual based accounting system DEAS) and procurement reforms.
