A study was undertaken to benchmark the current status of water supply in 4 water zones in Delhi as part of a utility reform agenda aimed at improving the effectiveness and efficiency of water supply services in the city including the urban poor. A set of policy guidelines were developed for DJB to incrementally move from an unpaid – low quality service to a metered – equitable level of services to the poor at the household level.
